Bio
David J. Moscoso is an attorney in Becker’s Government Law and Lobbying Practice, specializing in Environmental and Land Use Law. As land use counsel, Mr. Moscoso successfully navigates complex regulatory landscapes, obtaining approvals and permits for environmental projects. He also represents clients in zoning matters, including expansion and residential property variance.
Mr. Moscoso represents clients in different aspects of the procurement experience and has successfully initiated and defended bid protests before in counties and cities, including competitive solicitations for Miami-Dade County, the City of Miami, Key West, and several other municipalities in Broward, Miami-Dade, and Monroe County. He has also defended clients before the Office of the Inspector General of Miami-Dade County, the Florida Board of Architecture and Interior Design, and the Miami-Dade Commission on Ethics. His experience in the competitive bidding process includes advising clients on matters related to bid protest procedure, initiation, and defense; cone of silence issues; organizational conflict of interest disclosures; commission on ethics investigations and procedures; and in the preparation and review of the responsiveness and responsibility of bid proposals.

Mr. Moscoso actively contributes to the legal community, participating in the Eminent Domain and Government Advocacy Committees within the Florida Bar. In his free time, he serves as a Board Member for District 12 on the Miami-Dade County Housing Finance Authority. Mr. Moscoso earned his J.D. from Florida International University College of Law and is fluent in Spanish.
