Overview
Ramon C. Palacio is a shareholder in Becker’s Miami office, specializing in condominium and homeowners’ association law. He advises clients on interpreting governing documents, enforcing covenants, board governance, operational matters, contract negotiation, dispute resolution, regulatory compliance, and litigation. Mr. Palacio has extensive experience managing association foreclosure actions, injunctive relief cases, and disputes involving the Florida Department of Business and Professional Regulation (DBPR), including election disputes, recalls, and board authority challenges.
Beyond community association law, Mr. Palacio has also provided guidance and instruction to dozens of business executives and provide workplace training in best practices for the management of human resources and defensive strategies for avoiding employment-related liability, including harassment and discrimination claims. As an experienced educator, he has taught courses in business and employment law and has facilitated continuing education courses for community association managers and certification courses for directors of condominium and homeowners’ associations. His insights have been published in industry journals, and he has been quoted in various industry publications.
His background includes some three decades in law enforcement, having been awarded dozens of commendations and other recognitions. Additionally, he continues to serve in the United States Air Force Auxiliary, Civil Air Patrol, where he holds the rank of Lt.Col, contributing to emergency response, disaster relief, and search and rescue. He has devoted thousands of hours to community service and continues to do so.
Mr. Palacio is Board Certified by the Florida Bar in Condominium & Planned Development Law, a distinction held by only 5% of Florida Bar attorney members. Board certification is the Florida Bar’s highest level of competence, professionalism, and expertise and requires peer review, ongoing education, and a rigorous exam. He holds an AV Preeminent® rating (the highest possible rating in both legal ability and ethical standards) from Martindale-Hubbell, as well as a Super Lawyers rating, a distinction shared by less than 4% of the attorneys in Florida. Additionally, he is a Florida Supreme Court Certified Circuit Civil Mediator.
Mr. Palacio earned his Juris Doctor from Nova Southeastern University (with honors) and holds a Master’s in Management (HR concentration) from American Public University. He also attained certification as a Senior Professional in Human Resource Management.
