Becker is proud to announce that its CEO and Managing Shareholder, Gary C. Rosen, and two shareholders, Perry M. Adair and Mark J. Stempler, have been recognized as 2025 Power Leaders in Law by the South Florida Business Journal. This prestigious list honors top legal professionals whose counsel and leadership shape the region’s business, civic, and legal landscape.

Selected for their exceptional service and deep-rooted commitment to clients across South Florida and beyond, Adair, Rosen, and Stempler embody the forward-thinking and globally attuned counsel that businesses, families, and institutions rely on in an increasingly complex marketplace.

Their inclusion in this year’s Power Leaders in Law underscores not only their individual achievements but also Becker’s enduring role as a trusted legal partner in South Florida’s dynamic legal and business community. Congratulations to Perry, Mark, and Gray on this well-deserved recognition.

Gary C. Rosen is the Managing Shareholder and Chief Executive Officer of the firm, positions he has held since 2012. In these roles, he oversees the firm’s governance while playing a leading role in recruitment, marketing, and other business functions. In addition to his involvement in firm management, Gary is a litigation attorney and has handled complex litigation for clients in the public and private sectors, including county and city governments, developers, condominium associations, and financial institutions. He also represents national corporate clients in protecting intellectual property rights through civil prosecution of trademark and copyright infringement.

Perry M. Adair is the Office Managing Shareholder in Becker’s Miami office and is Board Certified in Construction Law by the Florida Bar. His practice focuses on business litigation and land use with a focus on construction disputes and telecommunications issues. Mr. Adair works with clients in a wide range of industries within the southeast United States. From major commercial contracting companies to hospitality management companies, from custom aquatics to telecommunications companies, Mr. Adair is skilled in ensuring commercial disputes are settled favorably for his clients. And where those mattes cannot be settled, Mr. Adair has established the reputation as a supremely effective trial advocate with an uncanny ability to bring the truth to light via focused cross examinations fueled by detailed preparation.

Mark J. Stempler is the Managing Shareholder of Becker’s West Palm Beach Office. He concentrates his practice in the areas of construction law and litigation and government procurement law. He is Board Certified by the Florida Bar in Construction Law, and represents clients in commercial, residential, and public construction lawsuits, involving building defects, delays, contractual disputes, liens and lien disputes, payment and performance bond claims, and insurance coverage issues. Past clients include owners, developers, general contractors, subcontractors, design professionals, manufacturers, and sureties. With significant civil trial experience, Mr. Stempler handles the prosecution and defense of multi-million-dollar lawsuits, including “turnover claims” involving the transition of control of community association buildings and communities from a developer to a condominium or homeowners association.
