Congress Returns from Two-Week Recess

Congress is back in Washington with a growing list of to-do items, including DHS funding, FISA, and a second budget reconciliation.

This week, the House of Representatives is set to take up an aviation safety bill spurred by last year’s deadly collision over the Potomac River and an 18-month extension of Foreign Intelligence Surveillance Act (FISA) authorities. The House will also consider three bills modifying emissions limits and environmental reviews under the Clean Air Act, and may take up another vote on an Iran war powers resolution.

Senate Republicans are preparing to embark on a narrowly focused budget reconciliation effort to fund ICE and CBP for multiple years, aiming to have a budget resolution ready for floor action as soon as next week. The Senate will also resume debate over the SAVE America Act, a Republican-led bill that would require proof of citizenship to register to vote.

Lawmakers in both chambers will convene committee hearings this week, including the following:

  • The House Ways and Means subcommittee on Health will hold a field hearing examining modernized healthcare in practice
  • The House Committee on the Budget will discuss President Trump’s Fiscal Year 2027 budget request
  • The House Education and Workforce subcommittee on Workforce Protections will examine AI’s impact on workers and employers
  • The House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party will highlight China’s efforts to steal America’s AI edge
  • The Senate Committee on Health, Education, Labor, and Pensions will discuss pathways to affordable medicines, focusing on how competition can lower drug prices
